Este trabajo muestra cómo influyen las características personales y el contexto organizacional en individuos que son parte de la comunidad académica de universidades iberoamericanas para preferir un tipo de estructura de liderazgo de los gobiernos universitarios, el basado en la teoría de agencia o en la teoría de servidores. El estudio se realiza en universidades donde actualmente el rector preside el Máximo Cuerpo Colegiado (MCC), es decir, el rector tiene un doble rol. Para alcanzar el objetivo del trabajo se realizan análisis no paramétricos y dos procedimientos de emparejamiento (matching) con aplicación de remuestreo (bootstraping) para tener resultados más precisos.

Idea moderna de universidad: de la torre de marfil al capitalismo académico

Resumen
El presente artículo analiza la evolución de los discursos acerca de la universidad moderna a partir de la revisión reflexiva de textos clásicos y actuales sobre el tránsito desde la universidad como torre de marfil a la universidad emprendedora, examinando las tensiones que esta evolución genera en términos de principios formativos y organización del conocimiento. Para ello, este ensayo comienza argumentando que la universidad se hace parte de la Ilustración y accede a la modernidad cuando la Facultad de filosofía deja de ser conceptualizada como sierva de la Facultad de Teología y cuando deja, por lo tanto, de llevar su cola (philosophia theologiae ancilla), según ironiza Kant, para pasar en cambio a comprenderse como responsable de iluminar con una antorcha su camino. En las décadas siguientes el nuevo rol que asume la filosofía en la división del trabajo académico transforma las relaciones de la institución universitaria con el poder político y el poder religioso, abriendo las puertas, al mismo tiempo, hacia el Estado nacional y, más adelante, hacia la subordinación de sus actividades al capitalismo global. Consecuencia de lo anterior, los referentes normativos tradicionales de la universidad propiciados por Kant y Humboldt como responsable de la evolución de la sociedad moderna pierden plausibilidad y son sometidos a la crítica de las ideologías. El artículo concluye examinando futuras tendencias de la educación e investigación realizadas en las universidades contemporáneas y argumenta que la crisis de la idea moderna de la universidad es, de hecho, expresión de su carácter moderno que ahora se vuelve contra la misma institución.

En las últimas décadas, la teoría del capitalismo académico ha ganado creciente relevancia como un enfoque para comprender la evolución reciente de los sistemas de educación superior. El presente artículo analiza la recepción de la teoría del capitalismo académico en América Latina. Con este fin, se exponen los principios conceptuales de esta aproximación y sus críticas en la literatura especializada. A continuación, se observa en detalle la recepción latinoamericana de este enfoque, prestando especial atención a su utilización para el análisis de los sistemas de educación superior de la región. Basándose en este análisis, se argumenta que el uso latinoamericano de la teoría del capitalismo académico aparece débil tanto en términos cuantitativos como cualitativos, aprovechándose a menudo para criticar el estado de los sistemas de educación superior antes que para avanzar en su comprensión. El artículo cierra con un resumen y enuncia líneas posibles de investigación.

Resumen
La universidad es una institución milenaria, orientada a la generación y transmisión del conocimiento que necesita la sociedad donde se encuentra inserta. La Organización de las Naciones Unidas (ONU), estableció el año 1948 que el acceso a la educación superior debiera estar basada en función del mérito, y estas entidades y sus respectivos países establecen dispositivos para garantizar esa meritocracia. En este orden de cosas, este artículo tiene como meta principal, describir los mecanismos y la forma de gestión del sistema de acceso a las universidades de Chile, con acento en datos históricos relevantes. Para lograr lo anterior, se realiza un trabajo de tipo documental, que implicó la revisión de artículos, informes y normativas que abordan la materia. En general, se observa que los países latinoamericanos tienen implementados distintos mecanismos para garantizar la inclusión, al mismo tiempo, han desarrollado mecanismos para asegurar un rendimiento apropiado al contexto universitario.

El objetivo del estudio es proponer un método para analizar en conjunto la gestión en ciencia, tecnología e innovación de las universidades, gobierno y empresa privada. La metodología integra un sistema de ecuaciones econométricas, de acuerdo con conceptos de la literatura económica y administrativa, observando indicadores de línea base. Los hallazgos, en particular para Boyacá-Colombia, muestran integración tripartita en investigación entre los grupos activos de investigación para la producción científica, los proyectos Colciencias como retornos de inversión en actividades científicas, y la oferta de programas de las universidades para producir patentes. Estos resultados pueden ser asequibles para rediseñar políticas de investigación y desarrollo.

Counting quality? The Czech performance-based research funding system
Description

Resumen
After the fall of the Iron Curtain and a subsequent period of restructuring the research and innovation system, the Czech Republic has introduced a performance-based research funding system, commonly known as the Evaluation Methodology. The Evaluation Methodology is purely quantitative and focused solely on research outputs (publications, patents, prototypes, etc.) to determine the amount of institutional funding for research organizations. While aiming to depersonalize and depoliticize the allocation of institutional funding in the research system, improve research productivity, and safeguard accountability, we argue that the Evaluation Methodology has in fact become a negative example of a performance-based research funding system. Our analysis of the Evaluation Methodology shows that it has introduced considerable instability and unpredictability in the Czech research system, making strategic planning for research organizations difficult. The article contributes to a growing body of literature on research evaluation and performance based research funding systems, discussing the impacts of introducing such systems in countries including the UK, Spain, Slovakia, Hong Kong, Australia, Poland, Italy, New Zealand, Flanders, Norway, Denmark, and Finland. The Czech case provides new insights in the interactions between politico-economic regimes and research policy, while also directing the attention of research policy
scholars to significant developments in Central and Eastern European countries.

El objetivo principal del trabajo es reflexionar sobre las posibilidades de desarrollar un gobierno universitario pluralista en el actual contexto político y social, que demanda a las instituciones universitarias un mayor grado de apertura y vinculación con su entorno social, especialmente desde la perspectiva de la sociedad del conocimiento. El artículo analiza algunos aspectos relacionados con la implementación de procesos de participación de los stakeholders en el gobierno universitario, en algunos ámbitos del proceso de toma de decisiones y fiscalización de las actividades universitarias por parte de la sociedad, como expresión de una mayor responsabilidad social de las universidades. El ensayo se desarrolla desde la perspectiva de la teoría de los stakeholders para identificar las principales características que poseen las personas, los grupos o las instituciones que son afectadas por el quehacer universitario, o se encuentran interesadas en él, así como respecto de la importancia de establecer relaciones positivas con el entorno. A partir de cierta bibliografía relacionada con el tema, se proponen algunos esquemas teóricos para identificar cuáles son las partes interesadas de la universidad, así como el rol que les compete en la toma de decisiones en diferentes procesos asociados al día a día universitario.

In response to increasing fiscal pressure, Canadian universities have turned towards managerialism, that is, applying managerial tools of business with the objectives of improving operating efficiency, raising the institution's marketability, and generating commercial revenue. In addition to employing the services of professional administrators to enhance the institution's economic performance, universities appear to be switching from a collegial model of shared governance to a corporate model of governance. An objective of this exploratory study is to examine the current state of board governance in Canadian universities. Results of a survey from 133 board members of 28 universities indicate, by and large, that board members seem to have a good understanding of their roles and responsibilities. The boards are involved in setting strategic directions, goals, and objectives, and are making operating and capital resource allocation decisions. They are also monitoring the performance of the university and the president, and are involved in recruiting, succession planning, and determining the president's compensation package. The respondents report that the board committee structure and the support provided to board members allow them to discharge their responsibilities as board members properly. There is, however, room for improvement, especially in the board's participation in defining and reviewing the institution's strategic directions, plans, goals, and objectives, as well as monitoring the performance of the university and senior administrators. Other areas for possible improvement include continuing education on matters within the board's purview as well as providing better information for decision making to board members.
